Upon finalizing the contract, the CM will then enter into agreements with the various construction trade contractors, for various components of the work. Step Two – Once the design is completed, the owner and CM will negotiate the cost, and contract for construction. During this step the architectural and engineering firm, referred to in the program as "AE" is procured through a competitive best value process. Once selected, the CM will provide pre-construction services, such as reviews of the design to ensure they are compliant and constructible, construction scheduling, and project cost estimating. Step One– Procure the builder, referred to in the program as the Construction Manager “CM” through a competitive best value process. The 21 st Century School Buildings Program shall utilize proven construction industry best practices to ensure quality and efficiency during construction.
